Not uncommon, unfortunately. Mine was the same, if not worse. The whole lot fills with water over the years. It is worth having a good squint down the chassis rails - are your captive nuts for the bumper irons still in place? Might be worth, as above, replacing the rear chassis member sections. Schofields do repair sections.
The first one is in the bottom of the D post, so with the D post repair sections you will replace those. Give the chassis legs a good tap with a hammer. Check the other 2 around the captives.

Eek, It always looks bad at first, one you've cut back & tidied up it will look better & should be "obvious" what you need to do. Looks like the inner valance is toast, once the outer is off you might get lucky & just need the lower half of the inner. That would save a load of pain.
I'm going to order a new inner and outer valance. I thought there was only the lower part of a inner valance, didn't realise there was a top bit, or is it the bit the engine lid locks onto when closed?
The inner cross member goes all the way across, and the chassis legs weld to it. If you need chassis leg repairs, I used the Schofield panels and they were excellent. I salvaged the swoopy part of the heat shields and used the Schofield repair sections for the flat bits. Sent from my Nexus 5 using Tapatalk
