The solution is pretty obvious really. What you need is a referendum. Make it pretty black and white - either keep forum going and allow free speech on any subject or close the whole thing down. But first engage the press to create some real fake news about the pros and cons each way. Then, if it's a close result and you don't agree or want to change your minds just keep arguing about it.
