In hard plastic...? drainage thing , so would like a perfect circle , not my shaking hand with a blunt stanley knife... A soldering iron looks a bit messy... I have ceramic cutters will they work?

What size? To get condensate pipe into a down pipe before I've heated up 22mm copper pipe and melted through the pipe As long as it's sharp enough most wood cutting things should work (I hope)
Hole saw . A soldering iron using a bit of wire with a loop round the bit, going to a pin in the centre of the hole to hold a constant radius. A load of small holes in a circle and a Stanley knife. Buy one with a hole in the right place.
All mine are on the floor of the workshop having dropped off the bay & the bug, they were surrounded with rust!?!
