They have strict laws like this in other European countries. Whilst I don't think that the proposed regulation will be introduced as it stands, there will be a tightening of some of the existing laws which will act as the thin edge of the wedge. I can see more and more new regulations coming in over time to achieve this so I suspect in 20-30 years time modifying cars as we know it will be a lot different. Probably just in time for me to finish my resto

What are the rules like in the US? I've seen programmes on TV like American Hotrod, American Chopper, and that one with Chip Foose that seem to give the impression that you can build something custom from scratch and get it on the road without problems. In the UK, if you do that, you have to go through an IVA test, which from what I've seen is like dropping your trousers in front of the government, bending over and parting your cheeks.

check out the HASSLE of attempting to get any vehicle thr its t u v (mot) in Germany when a non standard part has been fitted !!! suppose thats where we are heading .

It seem you have dealt with the state of Colorado! In this state we have a yearly inspect which is kinda like your MOT,unless it's a pre-1977 vehicle-in which can buy 5 year license plate & do not have to do emissions(pay extra) cost me an extra $270 to do it that way,here you have to prove it's up to the state liking by keeping all receipts & the work has to be done by a professional & you may have to put up a cash bond (which they might return?)
Each state has it's own rules regarding what some one can or can not do to their cars,
The last state i lived in it was real easy to modify your vehicle without any government say ) states like California make it a real pain in the buttocks to do anything.
One thing you are not told a bout those shows is the owners are taxed for all the new parts & labor--the show Overhauling was sued because the 'marks' owner were not told they would have to pay upwards of 10% tax on all the repairs & parts-some owner had to actually sell their cars to pay for the taxes, :'(

It won't as it's from date of registration not manuf.
So all motorhomes and ambulance conversions etc etc will be ok

I have always modified vehicles some have been very very radical - I will never STOP !! I will always find a way around things - Don't worry about keep on rodding

Oh it's a pain here to do a kit car,you need the VIN #'s from the donor car & a letter from the kit manufacturer & ALL receipts for parts then it has to be cash bonded & inspected by the cops C to prove nothing is stolen & is up to code,i had to turn down a really cool -early 70's kit car because of those pain in buttocks rules,that & it needed a lot of help! insurance is a night mare also!

Pre-67 in Utah to avoid emissions, unless you go for Vintage Vehicle tags that remove the safety & emissions test for post '67 vehicles for $45 a year (one-off $40 fee at 40 years old), but you are limited on where & when you can drive the vehicle. Hence why I've done a normal registration - even with the pain that the UT emissions test machines know that it is a CA-spec machine.

Can't see this being enforced to heavily. As a lot of modification are done to make the vehicle safer and more stable as the MOT requirements get tougher.

Looks like all the guys that own old ambulance and fire vehicles will make a killing. And as for military vehicles these are all modified but don't need to worry about this.
