As far as I can tell theres not actually too much wrong with that meme. Ive checked a few online sources and the first paragraph regarding reliance on Russian gas seems to be the agreed figures from a number of articles inc The Guardian etc. Regarding the second paragraph, France has recently brought in a capped rise of 4% for its standard tarriffs for one year, so thats accurate. It was able to do it as EDF is still state owned. The stated energy rise for us seems to be the broadly agreed figure as well, given we've just had an 80% rise in just one price cap increase.
... EDF UK customers "benefit" as well, if we're anything to go by. (25p/11p inc VAT, fixed one year ago, for three years)

A certain level of energy usage must be regarded as an essential commodity, whilst high energy usage could be regarded a luxury. One solution might therefore be to have 2 charging rates - freeze the cap for everyone for the first X units of gas and electric, but charge a higher rate for usage above X units (where X is based on the average household usage). This would reduce the cost to government, compared to a blanket cap freeze, whilst penalising those that can afford to waste energy.
That sounds like an excellent idea. Probably too sensible for them to actually adopt it. I would also add that with the roll out of smart meters the energy suppliers should be forced legally to offer a four hour middle of the night window where rates drop to 5p a minute. For busy households with young children/babies having to run a washing machine is not a luxury it’s an essential. So give young families an affordable window every 24 hours.
Broadly speaking this was the suggestion of OVO energy and talked about on the radio about 4 days ago.

an update on electrickery usage.. turning of lights, only having the room were in lighted, less dishwasher use, microwaving things before roasting, in a steel roasting tin, microwaving jacket pots in stead of ages in the oven, etc some slow cooker action, and most cooking on gas hobs we have halved our monthly usage... now if most households could do similar ... what energy crisis ..
I took the plunge and bought an air fryer. Should have done it years ago. But like always I’m a bit slow on the uptake. Anyway I don’t think we’ve used the electric oven for two weeks. Only the gas hob.
I havent actual tried frying in it yet. I’ve done fish, jacket potatoes, chicken, naan breads, vegetables. In fact just about everything but frying!
PV panels installed this week with the battery. Day one, electricity consumption cut from about 11kW on Tuesday to 3kW on Thursday... happy days! the bigger picture is more complicated because the hot water and the heating is off at present and we haven't charged the battery overnight, but so far so good!
I did read this morning that electricity prices could peak at 78p/kW next april which would reduce the payback of a typical PV + battery install to 3 years... assuming that you still have a house with all of the other associated cost increase!
