Do you mean you parked with handbrake on and it's stuck? If yes this is common to a lot of bay buses and other cars. Either slip the clutch, shock with a hammer on socket on wheel nuts or take it to bits.

Then I guess (if they were adjusted recently) you may have them slightly over-adjusted so they rubbed and got hot, expanded and seized, OR you have a collapsed flexi hose acting as a one way valve with similar results.
Hmmm... Are all brakes locked on? Poss problem with the master cylinder if they are. Try bleeding one without pressing pedal or using a pressurised kit.
This sounds like a question from my Licenced aircraft engineers exam...........................brakes stuck on........vent hole in reservoir cap blocked. I've also seen the same effect if system was serviced with wrong spec. fluid, but I doubt if thats whats happening here. Tony
