I think the white is live, disconnect them from the heater plug and test them again

the pump only pumps a fine jet [if it worked] ,hence the numb lips...

Taken it apart ,the bit in the middle goes straight through ,plug it in and it just stays there [electric force-field] , should it spin? ?

 

Shouldent it move backwards and forwards?

No. It's a diaphragm pump. It should be fed from 12V pulses from the heater.
