If you continue the theme, anything East of the A1 could be governed by Russia due the number of former eastern block natives now living there. Cornwall is on it's own because nobody can drive there in the summer, Wales is... well Wales. No one wants Notts, Derby or Leicester as there is nothing there apart from some bones found under a car park. Just leaves London. Job done.
