What does 'watched' mean? Can someone explain this daftness?

Does 'watched' mean that someone's been naughty on the site and has had some sort of warning? If so, I wonder if someone could tell me why Rickyroo's got a watched warning next to his name? You see, I know he's a top bloke, the sort of guy who couldn't upset someone if he tried. I can only guess that a mod's made a mistake. As for mistakes, I've noticed too that another very nice guy, Moons, has now left the site. Again, can someone explain why? Something must have happened. It seems to me that some of the nicest, kindest, most helpful members on TLB aren't getting the respect they deserve.

i deserved mine matt, let it go... basically i broke a rule, the watched icon only recently became visible to us all but us naughty boys knew we were naughty. as for moons, he got upset and rather than spout off he withdrew.
