My water pump was also under the sink, where it made a real racket! So I bought a submersible one and fitted it in the underfloor tank. Had to surgically cut open the polythene to insert it though!

It's blissfully quiet by comparison

Your all a bit posh with these water pumps

Mine uses a gravity fed system(me pouring it out of the bottle)

 

I changed my faulty whale pump for a submersible one, its too powerful you have to be careful not to splash water everywhere, might have to find some sort of nozzle for the spout

 

You could partially "G" clamp some part of the flexibly hose to reduce the flow

I have no tap just a push button for the pump, thats half the problem, resistor might work if I can get a high enough wattage one
