Its fascinating the railway restoration industry in this country pre COVID was building many new steam locomotives because most have basically totally worn out for the second time since being saved by economics of the scrapyard at Barry Island.

Building them should pass on a huge amount of knowledge to younger generations, it should continue where possible as the engineering is fascinating.

How many rebuilds has Flying Scotsman or Sir Nigel Gresley had over the years?

I think "assembled" might be a better description as many of the key components were manufactured elsewhere. Nevertheless, its completion marks a significant milestone in railway preservation and replication and has given hope to the dreams of those who would like to see other extinct classes of steam locomotive revived.
