The 1949 short film "Donald's Happy Birthday" celebrates his birthday on March 13. The license plate of his car is the number 313, likely a reference to his birthday.
I always preferred Daffy Duck and his anarchism, Donald Duck (like all those Disney characters) was too pure and wholesome.
