What’s the best way to weld the top edge of the sill (sliding door side) I don’t have a spot welder and it’s impossible to get a plug weld from underneath and near impossible to get at it from the top

Assuming outer, weld it on the edge where it meets the "shelf" the door runs on. Try not to burn through the return that holds the seal in.

yes the outer sill, what you’re suggesting is the only way I think I can do it, I can’t get the torch in from above to plug weld through the shelf and the seal lip on the sill is in the way from underneath. So I was thinking just a little weld on the edge of the shelf every inch or two?

As described above. I drilled holes in the shelf as close to the edge as I could and then there's just enough room to weld at a bit of an angle. I've seen others just cut a notch to good effect too.

    Too late now.. but ..
Sometimes with sills, if the top edge is good, an easier way to go can be to cut it off horizontally leaving a strip of the top edge. Then weld the edge of a trimmed down new sill panel to it..

That's how mine were done professionally a few years back, very neatly , saved on un picking and re welding the top edge of the panels.
