pre 1974 tax exeption true ?????

hi gys so i got posted a message saying that as of april 2014 all vehicles up to 1974 that are liable to pay road tax at this given time will then as of the above date not have to pay road tax and will be liable for tax exemption !! is this true or just a hoaks as it seems to be a legit message ..which if it is true is HAPPY DAYS
