Secondhand Zig CF8 will fulfill all the aforementioned requirements....for about £40...you can use two separate relays rather than a split charge.
More than one way to skin a cat though...

 

Amps are pretty juicy.... JL Audio 300V slash at low volume killed my car battery in about 2 hours...have a look at some of the compacts like Rockford Fosgate PBR or Alpine digitals etc.
I'd also seriously consider upgrading to a 70A Alternator
