Fuel breather on 40 IDF's?

I take it this is some kind of breather pipe. Do I need it? or shall I just plumb it in to the breather box?

 

Pretty sure the one on my right hand carb is blocked off and the one on the left hand carb goes to the Vac port on the 123 Distributor.

Am sure someone more knowledgeable will advise

it won`t be a breather on the carb , prob a vac but just follow it and see where it goes

 

It go's no were I just fitted them. If iv not got a vac dizzy can I just plug it off?
