  5. Here in the states everything is spread out like you wouldn't believe. Everything is always about a 10-40 minute drive. Without cars our lives would collapse over here.
Although the last town I lived in was one of the rare few that had everything I needed almost within walking distance, sort of how I imagine your towns.
I bought a moped and It was the best $600 I ever spent! I HIGHLY recommend them. (good ones, not the cheap Chinese crap)
Not only do mopeds and scooters (I can only hope that's what you call them. They just seem like one of those things you would have a different word for, like "puff-along" or "bitrolley" or some such. ::) )
Where was I? Ah yes. Not only do they get up to 100 MPG, they are quite surprisingly fun to drive.
I would be in the middle of making breakfast and realize I had no milk, which is usually frustrating. With my moped I would go, "WOO-HOO! I have to run to the store! "
You can easily strap 2 bags of groceries or a case of beer on even the smallest scooters.
Try it. If you get a descent price on a used one and treat it well it won't depreciate at all. (as long as you're not putting thousands of miles on it) So if it isn't for you, you can always sell it for the same amount you paid for it and have lost nothing.
    Just a thought.

there was new law last year called continuous insurance law, if you are the registered keeper of a vehicle even if it's not used it has to have insurance and that is fact
