I like the idea of using a jack but maybe just put it at the end of the breaker bar and Jack it up instead of trying to get leverage in a tight space
A careful belt with a copper hammer might help ...some say applying a bit of petrol on it ..let it sink in for a bit then apply plus gas . Personally i wouldn't use a jack to put pressure on the bung in case it is really tight in and break the casing . You could always go to your local garage and get them to air gun it off .

I'm off the opinion that all penetrating oil is just nice smelling snake oil... you probably just pull a bit harder subconsciously because you have sprayed it.. anything wet and slippery will probably have the same effect. I often just pull the dipstick out and drip it on the threads, then get the biggest bar I can find on it.
