You supposed to re-register the vehicle if it retains 8 points (5 of them from chassis/body) you keep reg if not you get q plate - it's all explained in the last link I have posted.

When I changed my engine to a Scooby I sent DVLA the new engine number and size and associated documents i.e. documents showing that it had been changed to a Subaru engine and receipt for the works. DVLA gave me an updated registration document, no one there raised that it had been substantially/radically altered or that I should be reregistering etc. I'm quite happy that I have notified the relevant bodies. Hasn't this been done to death now.
I did, nowhere in the post above or your link does it say you have to re-register a vehicle all the legislation is about registering a new vehicle, or an old vehicle that has not been previously registered. Say you import a shiny bus from Nevada, stick it on the NOVA and then think Scooby engine and gear box, red 9 steering, notched and tubbed chassis then try to register it as a 1976 VW T2, then you will have a problem and you will get a Q. The same as you would if you built a kit car from 17 donor cars. Q means a vehicle of unknown origin, a bitsa if you like. Not a currently registered and type approved vehicle that has been modified. The big point here is this all kicks in when trying to obtain a UK VRM for a previously unregistered vehicle.
Actually I have and I made one small error. The legislation would come into force not only for new vehicles and NOVA'd vehicles but also if your vehicle has not been taxed since 1983. I guess that's the cut off date they are going to use to force the re-registering of previously registered vehicles.
