I think it had links to the Profumo Affair scandal as well. I left my car on Balham High Rd one Sunday night without realising it was an urban clearway, woke up Monday morning- car gone. It had been towed to wandsworth compound and cost me £175, to release, most of a weeks wages to me in 1992. Oh how we laughed.
