The bolt still moves left and right regardless of which way up it is but the lever can only go one way - down is correct, up is wrong. They are not handed left and right but there is a top and a bottom. Just remove the four screws, turn it the other way up and replace the screws, then the lever drops down – same as the other side.
Well I've been up all night, I cut another slot in it, cut off the lever and welded it back on 180deg around the bolt, so they both now lock in the down position. Thanks for all your inputs. I'm off to bed.....
