its been a while, but a few bubbles appeared this last year or so. Mostly I looked the other way. But people started mentioning it. So last night I had a good scrape and a grind with my handy lidls pocket grinder. I don't have a lidls pocket welder though. So what is best for this? , not after perfection. (At my age I'd have anything actually.)
I would use the Guardian, mixed with 50% beard trimmings. Make sure it comes from a nuclear-free household!
Get a grinder , grind it down to bare metal. , (dont stop till its bare metal .)duct tape behind it .fill with filler . Wait . Fill it again .... 100 grit sandpaper. Then 250 grit ...,then spray paint black or the same bird sh!t rain drip black you have now if you can find it .make sure you never wash it . As i can see that wont be an issue ,,,make sure to never polish your hubcaps . That would throw the whole thing off.
my son's T25 had a lot of that and we repaired the old way with isopon filler and aluminium gauze, got from Halfords, some good clips on youtube to show how its done, if you haven't used filler before. its quite satisfying to do and the T25 repairs are all still ok with no further bubbling.
Just like this, if your not welding, grind/wire brush back the rust as much as possible and get some rust converter on it first as well

Local free advertiser. It is what it is delivered for. Ours gets used for all sorts of stuff. Veg peelings is the main one as it can go straight into the recycling. I am sure that our Salford Advertiser makes excellent filler too.
Don't need to take it off now, I can see straight in I'll never paint match it, so might just go for the honest Joe, anti theft primer look. I've forgotten what to do, my last bus I had a kit always ready. I could do 10 minutes wherever I stopped, until it was all done. It never was. Loads of rust bullet.
