Can anybody explain what happens in the device below which is part of the air intake to the right hand carb. There are two small pipes which connect via hoses. The right hand one in brass provides a vacuum to the preheat system and a thermostat cuts it off at a preset temperature. The other one in black plastic connects to the central idling manifold under the air filter box. It doesn't seem to have any thermostatic control. But what function does it serve? Both ends of the pipe seem to lead to a vacuum. Any ideas?

Aha that makes sense - I was assuming that the entire vacuum was coming from the air being sucked into the carb, but it's not. It's mainly a through run from the idling system. I'm reposting a very helpful diagram that you gave us back in 2019. Many thanks.
