After having my steering column apart I think it's just a spacer for the spring. If you know someone with a lathe you could turn up a cone shaped ring to do the same job. It's only shaped like it is for ease of automated production. Stamped out of a sheet of flat steel. It looks complicated because it needs to be strong. This is just a guess by the way. Maybe it does have to be that shape.
I think/hope it must also keep the column central in the top cup? With nothing in there my column has sideways movement

From what I remember (which aint a lot if I am honest) It replaces most of it, it just is a solid brass bush that fills the void between the outer column and the inner shaft
There must be different columns, I had one of these ^off VWH and it wasn't going to fit anyway I tried it. In the end I got the one in Oscars post from a scrap van. Your right, it is just there to stop lateral movement of the shaft inside the steering column outer.
Ive ordered one of what Dicky and 3901Mick have got, just need to work out how it goes now, i was thinking it goes above the top cup otherwise it could slide to the bottom?
I just knocked mine down the column till it was flush with the top. Cant remember whop told me to do that but its not coming out!
