Push Rod Tube Seals

I have some oil leaks from the push rod oil seals cylinder head end, Tilly is Type 2 late bay 1800 engine.
After reading the Haynes and Bentley manuals I would like to confirm that the tubes can be removed through the cylinder head after removal of the rocker gear and keeper springs.
Can someone confirm this and second can it be done with the engine in situ?
Most other references are for 1600 engines just need clarification please,
