Picture Changing Software - FREE?

Can anyone recommend a free program to mess about with Pictures/images?
1st thing I want to do is make a Latebay Sig ;D
I've heard that early Photoshop is now free from Adobe, can anyone confirm and or tell me how/where?
If not anything simple will do.

 

I've used Picasa for basic stuff. I think you can still download it free.

 

Saw a post on facebook from a friend that Adobe CS2 was now free ... creative suite 2, I believe that has photoshop & other stuff ... not looked yet. I would suggest google adobe cs2 free & see what happens

 

Paintshop used to be free.
