Important please read

    As enthusiasts you are probably all aware of changes that are ongoing re historic vehicles and he modifying of such vehicles .. You are probably into more than one type of vehicle interest be it VWs and hot rods or kit cars / special builds . You will then be aware of the hurdles set in your path to trip you up at each stage and prevent you from succeeding.

    The latest consultation has been sneeked in and needs urgent attention..

    If your building a car the DFT are proposing it meets with new car emission testing, no longer a test in line with the year of the engine fitted .. that old engine will need to meet the modern emission test for the year its being put through the test.. Its another door for the government to rid the roads of old cars or more specifically home buil cars, a further erosion of our freedoms BUT its a further slippery slope down the route to getting older cars off the road altogether .. They will start here and if they are successful it will creep through the rest of the car hobby like a plague.

    This consultaion needs attention, linkit to any car related forum you may engage with and get the word out there now ..

    The important section relating to hobby builders is at section 4 so no need to read the entire document unless you have a vested interest.. SECTION 4 is the bit that could affect us all

    I've just read section 4 and it seems to effect kit car builders. The suggestion that they use engines post 1992 seems reasonable to me?

  3. None of these things worry me.

    1. 4.9 We are also proposing that where a converter changes a vehicle category, for example a van converted to a minibus, the compliance required will be that applicable to the base vehicle on the date of its completion and prior to the conversion, because to require anything else would be disproportionately costly for the SMEs involved in such conversions.
    1. 4.10 Kit cars and reconstructed classic cars undergoing IVA will not be required to meet WLTP, given that at present they are not required to meet NEDC or the latest EU standards. Instead they are tested to age-appropriate MOT standards, on the basis of the date of manufacture or first use of the engine.

    2. 4.12 Reconstructed (restored) classic cars undergoing IVA will not be required to meet the latest MOT standards, as long as the appearance of the vehicle is broadly unchanged and the engine is of the same capacity as that supplied with the vehicle when it was new.

    Your avatar depicts a subaru motor .. is that in your van.. ? does it comply with the emissions for the vehicle that donated it ? Given the increase output over and above the original engine you are technically not MOT exempt and given the proposed change you could fall into the emission category if it went through.. so it could affect you..
