Do I need this piece of tinware ?

I have a progressive choke carb fitted to my 2L engine and wonder if I should remove the piece of tinware that provides ( provided ) heat to the original carbs ?
It is in the way if I want to do anything to the fuel pump and I wondered if it would be better to remove said piece of tin and blank of the hole that leads from heat exchanger and the hole in the engine bay.

 

Or you could do what if did and make a preheat system to prevent your intake runners icing.
