I ended up welding in spacers between the floor and the chassis to get I sitting right on the arches and front panel. This reduces gearstick travel as the pivot point is now higher.
A lot of messing about for a panel that was described as good quality .still not sure if to get a different one from somewhere else.
Welcome to the world of restoring old dubs Its all Marmitee but it saves time to buy better quality Marmitee If its branded new vw then it will be a panel from a watercooled bay and still need extra work I tip my hat the the dedicated people that restore them for a living as its not a straightforward as any customer imagines If you can get some good pictures up dude we can help better

I was thinking about this as I mashed up a genuine wheel arch to make it fit an existing floor. The arch expects the level part of the floor to be about 12mm higher, with the bend where it slopes up at the from further forward. If your genuine floor is made to match the genuine arches, which it will be, the bend will be too far forwards and the whole thing a few mm too big front to back where the tub slopes. Here's a pic. The green is cut from old 70's bus, sitting on a Brazilian arch. The rest of the arch is the same.
Just tried to fit the vw heritage floor today and it fits terrible i would not recommend anyone buying one the pedal holes dont line up there are gaps around where its supposed to meet the tubs ore hassle then its worth
