What's this behind my seat?

Hi all.
Can anyone identify this, which is behind the passenger seat of my LHD Westy?
There is a rubber band thing on the left and what looks like a big test tube rack on the right?

 

It’s a pipe rack. They were fitted to early Devons.

 

And the rubber strap is presumably to hold your flat cap secure whilst the vehicle is in motion.

 

Yes pipe rack rubber band is for securing your condor pouch

 

More likely Samson for a van owner. Might be a bong holder?

 

But you dont have the string tied to the seat back for the semi-automatic rifle.

 

Besides the flat cap and pipe holder concepts that are ace , could it be the holder for the small dashboard table and the leg fits into the testtube holder?

 

Table leg storage / retainer ?

Being a German vehicle. As you know no self respecting Heir or fraulein would dream of leaving the house without their Rottweiler. This is clearly for clipping a dog lead to whilst camping.
