Silly questions you're afraid to ask about your bay

Someone asked me today if I had to use a choke on the bus when it was cold. Now I definitely know that I don't...but what I don't know is why not? I remember them as standard on the (many) old fiestas I had when learning to drive.

 

Should I have one of those levers on the totem pole for heat, I can't get heat out of he lower vents

Don't have one of those, that cable runs to one of the 3 levers on the dash.
I'll have a look to see why it's not letting air through

When I'm sat in my van parked up and the engines running, I can hear a sort of whirring sound from the pedal area.
This goes if I dip the clutch
Any ideas?

 

Whats this hole for in the rear valance? Looks too high for cable entry. I assume it should be blanked off.
