Mealybugs. Some recommend using a cotton wool stick thing soaked in meths, which you dab onto them. Others a systemic insecticide, which it is difficult to lay your hands on nowadays. Or if there are only a few, squash them with the end of a match stick.

Just had a look ,yes they look like cocoons ,so I squashed the little buggers

Sadly, many plumbers have been found blind drunk face down in a ditch, when they only nipped out for some 22mm compression fittings. Tragic, really
