Yep , it`s a fretwork drill , you place the bit into the desired position , hold vertical and vigorously move the bobbin up and down the shaft - @Suss will give you an excellent demo of the action if you ask nicely

I kept a cheapo one in the van for years great for piloting `running cabinate repairs`

Cordless killed them! My Dad had a couple that are probably in Africa now - gave them to a tools charity.

 

Don't think it's a screwdriver. I have seen one of...them...before, but I can't remember what it was for.

 

I think it's called an Archimedes drill.
