Should be a small Phillips head screw holding the actual ignition switch in. You may be able to get it out without taking steering wheel etc off. The shear bolt you can see through the plastic surround may need a York T25 bashing in to be able to undo it, but it sounds like it has already been replaced with an Allen head bolt of 3.5mm.

I hotwired my first Beetle as a "temp" fix when the ignition switch packed up.... it stayed like that till I sold it years later..
Not difficult but I'm proper confused now! Do I need to remove the shear bolt to get the ignition barrel out?
Yes you do BUT you may be able to change the switch without removing the ignition barrel. The switch sits at the bottom of this. If you can get under and have a look you will see the plug in the bottom of the switch. The switch looks like this:
When the new one arrives as you suggested earlier I can just plug that into the corresponding socket and turn it with a screwdriver?
Yes, as a good quick fix. As said previous you will need the keys in to unlock the steering. It wont be as secure which shouldn't be a problem until you get near Calais!
