I managed to get a few more turns on the dipstick tube I even put a scissor jack underneath a big spanner it's still leaking but not as bad as it was scared to tighten it anymore incase it shears off. The governor cover is leaking from the seal, but I think the bit I welded on isn't helping, and the clip holding it looks stressed. Hopefully, the one on the box I've bought is in good condition. I think we should all know by now that "nipping it up" rarely if ever works and often makes things worse. Really, that's a kind of plumbing joint so maaaaybe PTFE tape. I'm going to be shot for that.
You can always scratch a mark across both the cover and the gearbox where the bearing cover bit screws back in. This worked when I had to do the lip seals one side because the driveshaft cup was wobbly and wore away the seal, and was throwing gearbox oil around the place.. then I gave it about 2mm further to stop the worn bearing wobbling.. then about 6 years later actually sent it to Bears Motorsport for a rebuild, no more leak for the 6 years after my evil hack .

Maybe the welding made the governor cover warp slightly. Try seeing if it wobbles on a flat surface, if it does slightly consider using sandpaper placed on the flat surface and sanding it. If its more warped, maybe squashing it gently in a vice on the correct axis may make it flat enough to sand. . I agree with @Zed, I would undo the dipstick tube and clean up then put some sticky Permatex/Curil-T style gasket maker on it..maybe PTFE tape time.. maybe JB Weld as a last resort .. if its seeping it might have made a crack and tightening it may make it worse.
