@vanorak may be right (if the vac takeoff is drilled through)! Try sticking your finger over the small pipe at the base of the manifold, and try again.
I'm thinking your man is one of those chaps who set the mixture to 2.5 turns and refuse to turn it more than 1 turn either way.
It's worth noting a new engine will be tight on account of the honed bores and new rings. It's not a great idea to start it up and let it tick over. In all probability a 1600 wouldn't anyway. Shame you're so far away, but @Baysearcher will sort it.

Any day is good for me but I don't finish work till 7pm so wouldn't be able to get to bristol with it until about 9pm if that's ok?
If you can touch 'em, you can do 'em Do the finger test on that manifold pipe before you go, or you may cook your new engine.
The vacuum takeof is for your warm-air flap. It was either on the manifold, or on the rear of the carb. A third possibility is that VW put a pipe on manifold, but didn't drill it through, for manufacturing convenience.
