Nice idea, but who's going to pay for the venue, insurance, first aid, toilets, signage and so on?
Part of the issue is that companies have been formed from the shows, they have to make a profit and pay staff so they need to attract a curtain type of person and stall holders who make money.
There are a few independent laidback shows still around if you look that are run by volunteers and have relevant stalls/entertainment
You'd probably be surprised how many shows don't make a lot, including some big long running shows.
