Should I worry about..

    Would they need a full paint over or is there an easier way

    Or these surface scratches..

    I'd certainly do something about the gutters. If they rot through you'll enter a world of expensive pain.
    Surface scratches are just that. Not an issue.

    The corners look a bit dodgy , I thinks there’s possible holes in the 2 rustier spots , otherwise it’s possible to just paint those parts

    No point worrying....but those corners could turn out to be quite bad if you start digging.........one benefit of being short, you can't easily see the roof!

    You could slow things down by hitting the holes and rust patches with a hammer until the holes stop growing because they are surrounded by metal, then wire brushing and rust converting the edges , then filling the holes and painting .
