How have people sealed any access hatch when somebody (ie garage by previous owner) has replaced the fuel sender. The PO's garage decided duct tape was the best way.... Isn't this part of the firewall?
Mine is a screwed down metal plate with a rubber seal. Have you looked under the duct tape and seen the hatch itself? or is the tape the cover over the hole?
Had a similar problem with mine. PO had butchered a hatch for the same purpose. I manage to obtain a cut from another bus that was larger than the hole and overlapped all round. Let me know if you need pics.

I suggest remove the duct tape to see what's underneath. Maybe the PO used duct tape to seal up the hatch due to petrol vapour smells. No point guessing.
That's why I'm looking around the back end so much. Overfill the tank and I'm likely to kill all the passengers
OK found pics. First I tidied the hole up as best I could and positioned the fairing clips - had to cut some little slots for the side clips. Then shaped the piece I'd had cut from the donor. I've got some nice stainless button head screws and will but a seam of rubber or neoprene under the edges.
