Strip it out and sand it all back to bare metal. then you will see what needs welding and have a good base for paint. God is useless at sanding VW's btw. He never helped me at all. Best of luck. M
As Malc says, strip it out, sand back to bare metal. If you have access to a gentle media blaster (sand or glass bead) see what the underside looks like. Start a list of repairs needed, once you know what needs sorting, start with the chassis/structural repairs and go from there
I wouldn't strip it before you're ready to paint it, other than around repairs, it'll go rusty in a week. Start at what looks like an easy bit and repair that. You'll probably have to cut away some of the next panel for better access so do that next and work round. You'll have plenty of time to think about what to do next once you start.

Get a Haynes manual for your bus or the Bentley one Is a start as every bus is different in how much it has rusted. Buy the best panels you can aford cheep is never best original one are the best but are very very very pricey

looks pretty solid to me, think you should just buff that paint up and run it OG. Interior should be your main focus. if you cant see where its rusting, then its probably not.
what makes you think it's a 71? 71 would still be an earlybay, it's deffo an early latebay but not 71.
